docs(plan): LottoAgent 능동성 확장 구현 plan (12 tasks, Phase 1-3)
Why: spec (2026-05-20-lotto-active-agent-design.md)을 12개 atomic task
(TDD: 테스트→fail→구현→pass→commit)로 분해. 24h 가동 검증 task 포함.
