refactor(gen): lib/ui-helpers.mjs로 UI 헬퍼·상수 추출 (출력 바이트 동일)
UI_FILE~appendUiSection(상수 30 + 헬퍼 15, 총 45)을 tools/deck/lib/ui-helpers.mjs로
이동, import로 연결. 산출물 무변경(diffcheck IDENTICAL).
