# insta 자율 카드 발급 (스마트 에이전트 3번) Implementation Plan

**Architecture:** insta-lab이 선별 점수(`selection.py` + `GET /keywords/ranked`)와 발행 상태머신(`card_slates` 컬럼 + `POST /slates/{id}/decision`)을 소유. agent-office `InstaAgent`가 cron 오케스트레이션 + 텔레그램 승인을 담당. 기존 슬레이트 생성·렌더·전달 흐름 재사용.
